The enhancement of agricultural productivity is the key to economic development of Sub-Saharan Africa. Particularly, the intensification of lowland agriculture is critically important in West Africa since demand for rice and vegetables is increasing rapidly due to urbanization. As has been debated much, informal land tenure system in Sub-Saharan Africa can be a constraint to the intensification. This paper, applying an endogenous switching probit model where lowland ownership is endogenously selected, analyzes data collected in the area around two large inland cities, Bouaké in Côte d’Ivoire and Kumasi in Ghana. Regression results reveal that village ownership has a positive impact on the intensification of lowland cropping in the Bouaké area, while it discourages the intensification of lowland cropping as well as investment in tree plantation in lowlands in the Kumasi area. The findings support the hypotheses since land is relatively scarcer in the Kumasi area than in the Bouaké area.

Municipal Consolidation and Local Government Behavior: Evidence from Japanese Voting Data on Merger Referenda

Title: Municipal Consolidation and Local Government Behavior: Evidence from Japanese Voting Data on Merger Referenda

The empirical literature investigating the role of key features of local governments regarding decisions on consolidation tends to use a dummy that takes 1 if adjacent local governments decide to merge. Under the estimation method, it is difficult to identify which governments have no incentive to merge. The current study presents an empirical test of decision on consolidation using voting data from Japanese local referenda that distinctively identify the preferences of specific individual municipalities. I find evidence that municipalities that could enjoy large economies of scale from a merger prefer consolidation, and large and small municipalities are likely to merge.

The Measurement of Labour Content: A General Approach

Title: The Measurement of Labour Content: A General Approach

This paper analyses the theoretical issues related to the measurement of labour content in the context of general technologies with heterogeneous labour. A novel axiomatic framework is used in order to formulate the key properties of the notion of labour content and analyse its theoretical foundations. Then, a simple measure of labour content is uniquely characterised, which is consistent with common practice in input-output analysis and with a number of recent approaches in value theory.
