公的年金の株式保有は，年金資産と年金債務を一体として管理していくALM的な観点からも，マクロ的なリスク・シェアリングの観点からも，積極的に正当化することができる。厚生省の「年金積立金の運用の基本方針に関する研究会」報告で運用方針として示された基本ポートフォリオでは，これらの2つの観点がいっさい考慮されていない。また，当面の課題として財投債の保有を強く要請されていることからも，現行の方針では，効率的なポートフォリオに比して株式保有が過小で，債券保有が過大なポートフォリオが組まれる可能性が高い。その結果，インフレーション・リスクや労働生産性ショックに対して脆弱な資金運用になりかねない。一方では，公的年金保有は，コーポレート・ガバナンスの観点からは決してのぞましいとはいえない。また，現行の株式市場や債券市場は，きわめて大規模な機関投資家である公的年金の売買執行を十分に消化できるほどの制度的な基盤が整備されていない。こうした問題点を克服するためには，公的年金システムの改革，財投債発行条件の多様化や財投債貸借市場の創設，債券・株式取引システムの革新といった面で，制度的な整備が必要となってくる。さらに，公的年金の運用多様化に関しては，マクロ経済学的なベネフィットとミクロ経済学的なコストのバランスをとっていく上で公的年金の説明責任とガバナンスが重要な課題となってくる。
This paper explores how the public pension system should allocate funds among various financial instruments. In particular, it argues that equity holding by the public pension is justifiable from two different perspectives, the asset liability management and the macroeconomic risk sharing. On the other hand, equity holding by any public sector may have serious effects on corporate governance. Therefore, in managing the public pension fund by investing in stocks, the macroeconomic benefit should be balanced by the microeconomic cost.
