Abstract
本稿では，2009年１月に実施された慶應義塾大学パネル調査共同研究拠点「日本家計パネル調査(JHPS)」第１回調査で得られた2008年の世帯収入のデータを用いて，所得税制に関するマイクロ・シミュレーションを行った．JHPSのデータは，先行研究で用いられている厚生労働省「国民生活基礎調査」よりも，相対的に高所得で世帯人員が多い世帯が含まれている．このJHPSのデータを用いて，先行研究と同様の結果が得られるかを検証するとともに，2010年から導入予定の子ども手当にまつわる政策効果を，新たに分析した．　分析の結果，現行の所得税制について，累進性があるとともに，所得控除によって課税ベースが小さくなっていることが確認された．所得控除により課税ベースから外れるのは当初収入の約７割と，先行研究よりも高い割合となった．また，各種人的控除の廃止の影響も分析した．　次に，鳩山内閣が行う予定の子ども手当導入と扶養控除の一部廃止が各所得階層へ与える影響も分析した．その恩恵は，中低所得層に及ぶことを明らかにした．しかし，扶養控除の一部廃止に伴う所得税・住民税の負担増との比較において，子ども手当支給に必要な財源は十分に賄えないとの結果が示された．
In this paper, we examine a micro-simulation of income taxation, using the household income data of 2008 obtained in the first survey of the Japanese Household Panel Survey (JHPS) performed by the Keio University Joint Research Center for Panel Studies in January 2009. We also analyze the policy effect of the child-care benefit introduced by the Hatoyama Administration.The results of this paper are first, it was verified that there is progressivity and high rate of income deduction in the present income tax system, and that tax base is becoming smaller, due to income deduction in current income tax system. Second, our micro-simulation demonstrates that provision of child-care benefit produces nets benefits for low-to middle-income earners.
