Abstract
本稿は、1920年前後から戦時経済、終戦、高度成長期を経て今日に至るまでのサービス産業の動向とサービス産業を対象とした政策について概観する。20世紀初頭からの産業構造変化を回顧すると、日本のサービス経済化は、①戦時経済下の不連続を挟みつつ、工業化の進展と並行してサービス産業のシェアも拡大した1920年頃~1970年代初めの期間、②製造業のGDPシェアがピークアウトし、サービス産業のシェア拡大が加速した1970年代～1990年頃、③「失われた二十年」に入り、IT革命、グローバル化、規制緩和等を背景にサービス産業の中での構造変化が顕著になった1990年代以降の３つの局面に分けられる。日本のサービス経済化はおおむね国際標準に沿ったパタンで進んだ。サービス産業は産業政策の対象としての重要性が低かったが、本格的なサービス経済の時代に入り、政策対象としての関心も高まっている。サービス経済化は、都市化、女性就労の拡大といった社会構造の変化とも深く関連してきた。
